The Metrology Professional’s’ role in Promoting and Implementing Advanced Technology

Chet Franklin

Sr. Process Engineer

American Technical Services (ATS)

Owner: Franklin Training Systems

Chet has an extensive management background in Engineering, Manufacturing and Quality; trained in quality principles by Crosby, Deming and Juran. He has worked with ISO 9000, since it was in draft form, and ISO 17025, since it was Guide 25, and has conducted training on both standards. He was a member of the ASME/ANSI writing committee which produced Y14.5 on Geometric Dimensioning and Tolerancing, and the NCSLI/ANSI writing committee which produced Z540.3 on Laboratory Test Equipment Management. As a member of that committee he proposed that the committee recommend to ANSI the adoption of ISO 17025 as an American National Standard; ANSI accepted that proposal. Currently, Chet is employed by ATS and is responsible for the quality process documentation system for the Navy Metrology R&D Program, implementing the Earned Value Management System (EVMS) and Failure Mode and Effects Analysis (FMEA).

He has been a speaker on quality related topics in the U.S., Canada, Egypt and Mexico and an invited speaker for the Croatian Metrology Society on ISO 17025 in Croatia. He has had articles published in professional society journals and been a speaker for several of those professional societies, including MSC, NCSLI and IMEKO.
